Patient Access Schemes (PAS) are commercial arrangements that reduce the effective price of a medicine to the NHS, enabling NICE to recommend technologies that would otherwise exceed the cost-effectiveness threshold. Simple PAS involve a fixed discount. Complex PAS may involve outcomes-based payments, free stock, or capped utilisation.
